HSTPA Impacts Study

In conjunction with the Rent Stabilization Association of NYC, REBNY commissioned HR&A Advisors to study the impacts of the Housing Stability and Tenant Protection Act (HSTPA). Passed into law in 2019, HSTPA made significant changes to the rent regulation system that substantially curtailed the ability of property owners to pay for the upkeep of the property by increasing rents. The report collects data from 781 residential property owners and managers of all types representing a total of roughly 242,000 units or about 11 percent of the City’s rental housing stock.
