BELONGS TO THE REAL ESTATE BOARD? |
REBNY's
membership consists of the major office and residential property owners
and builders, brokers and managers; banks, financial service companies,
utilities, attorneys, architects, contractors and other individuals and
institutions professionally interested in Manhattan real estate.
Senior industry executives from these ranks lead REBNY committees dealing
with such crucial matters as Tax Policy, City Planning and Zoning, District
Rental Conditions, Land Use, Buildings Codes and Legislation. The committees'
findings and recommendations shape Real Estate Board positions on major
policy issues affecting REBNY members' businesses.

| HOW
THE REAL ESTATE BOARD OPERATES |
The Board of Governors,
via its Executive Committee, reviews recommendations from REBNY's Divisions,
Boards of Directors and standing committees. The standing committees' members
are widely respected authorities in such fields as city planning and zoning,
housing, building management, commercial district rental conditions, residential
rentals and sales, and insurance. If the governors endorse a recommendation
from one of these panels, Board staff presents this position to the appropriate
public officials and, when indicated, to journalists and other opinion leaders
as well.
All bills of interest
to the industry before the municipal or state legislature are reviewed
by an appropriate committee of REBNY experts. These specialists analyze
a measure and present their views in the form of a legal memorandum. The
committees' work has both prevented the passage of countless potentially
damaging bills and convinced the city's and state's lawmakers to enact
measures that have greatly benefited New York's economy and housing stock.
From time to time,
ad hoc Board task forces are appointed to study issues of immediate importance.
Laws and regulations governing major building code changes, federal tax
policy, residential conversions, zoning incentives and tax collection
dates are among the public policies which have been strongly influenced
by the work of REBNY committees.

The Real Estate Board
has the following divisions:
The Owners & Builders Division consists of several
committees-Legislation, Land Use, Building Codes and Regulations, City Planning
and Zoning, Tax Policy, Housing, Law, Energy, Insurance; and the Owner/Labor
Coordinating Committee. This division's members are deeply involved in every
area of public policy touching on the construction process and receive frequent
advisories on pertinent laws, regulations and REBNY lobbying activities.
The Board's staff maintains close liaison with various government agencies
and can assist members with problems caused by red tape and other bureaucratic
obstructions.
The Commercial Brokerage Division has 10 rental
conditions committees whose members study and exchange information
on demands for space,
prevailing market rates and neighborhood trends throughout Manhattan.
Other Brokerage Division committees include Sales Brokers, Finance,
Consultants,
and Leasing Brokers panels. Most of these groups hold regular monthly
luncheon meetings. Thru the Commercial Listing Exchange, Rebny facilitates
the exchange of listings to members of the Commercial Brokerage Division.
The Residential Brokerage Division, which deals
with issues regarding the sale or lease of residential property, contains
the
Education, Ethics, Membership, Government Affairs and Rental committees,
as well as the Interfirm Forum. Most of these panels meet on a monthly
or
bi-monthly basis. The division's ranks include principals and managers
of residential firms, residential brokers, and salespersons. This division
maintains a 72 hour Cobroke Listing Service (RLS) of all Manhattan
and designated Brooklyn area member firms exclusive sales and rental
listings. Mandatory co-broking is required of all members of this division.
The Management Division consists of leading commercial
and residential property managers and is a respected advocate on such matters
as building code and regulatory issues, fire and life safety requirements,
environmental protection and handicapped access. Among its major goals is
the promotion of professional, efficient building operations.
The Allied and Associates Division is composed
of companies and individuals performing services and/or providing products
for the real estate industry. This division and its activities reflect the
broad interests of New York's business community in real property.
The Institutional Owners and Investors Division gives banks,
insurance companies, investment houses and pension funds that own or lend
on Manhattan property an opportunity to shape Board and public policies
that can strengthen the city's real property market.
Membership Department
This department answers questions about REBNY membership and maintains a
complete, up-to-date list of our members, their addresses and telephone
numbers, for the Diary & Manual listing. For Membership

The Real Estate Board
offers its members the following services on an exclusive basis to help
them make sound business decisions:
The Seymour B. Durst Library contains over
500 volumes and 100 professional journals and periodicals on industry topics.
No other New York City trade association has so extensive a real estate
reference resource.
The Library contains up-to-date
computerized ownership and mortgage information files on all Manhattan
properties, Brooklyn, Queens, Bronx, and Staten Island, as
well as assessed valuation listings and current property maps for every
parcel in the city. Access to this invaluable fund of information
is available
free of charge to REBNY members who visit our Library or at its website, www.rebny.com.
For a modest fee, the Board provides members with valuable customized
reports
from information contained in the data base.
The Real Estate Board Research Department investigates
and reports on issues of vital concern to the industry. Residential
conversion
trends and energy conservation techniques used in high-rise office
buildings are among the subjects on which REBNY's Research Department
has done definitive
studies. The Research Department also publishes three important periodicals:
The Cooperative Sales Report, the only published quarterly
and annual surveys devoted exclusively to residential cooperative
transactions: The Board's Condominium and Townhouse Report is published
on the same schedule. REBNY Reporter and The Real Estate
Board of New York Annual Journal, distributed at the Annual Banquet
in January, track our organization's efforts and achievements, as
well as the condition
of New York's economy and property market during the year just past.
The Real Estate Board Services Store sells (at a special
discount to members) the standard REBNY commercial and residential
lease forms, which
are used throughout the city (also available online at www.rebny.com),
and the Board's Annual
Diary & Manual, which
contains a directory of all REBNY members and a wealth of reference
material, including official summaries of recently enacted laws, that
can
be applied to solving any number of business problems.The Annual Diary & Manual
is regarded as the industry's almanac
The Real Estate Board
Staff is on call to help REBNY members make the best use of the library
and data base, and to advise on such problems as securing permits, obtaining
and retaining broker and salesperson licenses, threading one's way through
bureaucratic red tape, and analyzing government programs of special interest
to the real estate profession.
Membership Breakfasts, Lunches and Dinners present, as speakers,
both senior public officials and industry leaders who keep REBNY members
current on those issues which directly affect their businesses.
REBNY's
Web Site,
www.rebny.com, contains a directory of Real Estate Board members and
a calendar of upcoming events of interest to members. The site's page
offers exclusive access to our property and membership databases, our
Research Department's reports, texts of various Board publications
and bulletins legislatives and regulatory matters. The page also links
to the sites of goverment agencies and other useful applications.
In addition, brokerage firms can provide other REBNY members with
direct
access to their own Web pages via www.rebny.com.
Educational
REBNY's continuing education programs for brokers and salespersons,
and for applicants seeking those licenses, are accredited by New
York's Department of State. Courses are scheduled conveniently
and priced reasonably for members who must satisfy the state's
various education requirements. Arrangements can be made for taking
instruction on-line. The classes, taught by industry leaders and
senior goverment officials, give members a special perspective
on important realy issues.
Real Estate Board Awards are highly respected insignias of
professional achievement. Among the most well-known REBNY awards are the
annual Henry Hart Rice, Robert T. Lawrence and Residential Deal of the
Year prizes given to the brokers who negotiated complicated agreements
with noteworthy inventiveness.

| REBNY
Listing Service (RLS) |
The
REBNY Listing Service (RLS) is a sharing of listings system available
to all REBNY firms who are members of the Residential Brokerage Division
and non-members firms that receive revenue from the residential sales
or rental of residential property located in the jurisdictions authorized
by the Residential Board of Directors. This system mandates that within
72 hours of being engaged as an Exclusive Agent, every RLS member must
initiate an offer of co-brokerage of all exclusive sale or rental listing
located in the said jurisdictions to every other member of the RLS
system that have expressed in writing an interest in receiving such
listings, unless directed not to do so by the seller. The RLS is also
available to firms that are not
members of REBNY. For further information

SOCIAL AND CIVIC ACTIVITIES |
SOCIAL FUNCTIONS
The Board's social and professional activities complement one another. The
Annual Banquet, golf and tennis outings, membership lunches and dinners,
and other such occasions afford REBNY members the chance to enjoy
good company, make contacts and obtain information. Friendships made at
these events often became meaningful in our members' careers and social
lives through the years.
CIVIC AFFAIRS
Ultimately, the product our industry sells is New York City; any contributions
REBNY members and staff make toward improving New York also enhance the
well-being of our industry. Committed REBNY members have:
created a non profit corporation to assist the city's effort to serve
the homeless
organized life and fire safety seminars and supported public education campaigns
for high rise residential and office occupants
served on the boards of our city's major cultural and health care institutions.
REBNY members also sit on community boards.
These are only some of the Board's civic efforts to elevate New York's
reputation and make our town a better place in which to live and work. Through
their public-spirited work, dedicated REBNY members have been responsible
for attracting investment to New York and spurring its renaissance as an
international business capital. Through its committees and social functions,
the Real Estate Board offers its members many opportunities to serve their
city and their industry through civic endeavors.

REBNY's members, and those affiliated with them, honor the Board's Code
of Ethics. The Code, which applies to all Board members, clarifies licensees'
responsibilities to their colleagues and to the public.
If an alleged Code violation involves an issue over money, the matter
can be handled by voluntary mediation or binding arbitration. Non-monetary
disputes
are resolved by the Ethics Committee or its subcommittee of the Residential
Brokerage Division.
The Residential Brokerage Division's Resolutions supplement the Code of
Ethics for residential practitioners. Members of REBNY's Residential Division
are expected to adhere to these Resolutions while its Recommendations are
intended as standards we strive to meet.
By observing the Real Estate Board's Code of Ethics and the Residential
Resolutions we provide fair treatment for all licensees participating
in
a transaction, and protect the interests of buyers and sellers.
